Matt Cutts, of the Google Webmaster Team, answers a question about PageRank sculpting (trying to hoard links to improve rankings on Google).
Straight from the horse’s mouth (at ~1:41):
You’re probably not spending your time in the most effective way … [PageRank sculpting] is not as effective as concentrating on making great content that a lot of people will link to.
Many people look for an SEO silver bullet; a low-effort, sneaky way to boost their rankings. Some are even pay a lot of money to “experts” promising such results. Yet the fact remains, the most effective way to rank well is to produce a lot of high-quality content.
If you run a website, I highly recommend following the Google Webmaster videos on YouTube, and also reading their blog.
